The following Bylaws change is being proposed for the Fall 2005 meeting.
At our Summer 2004 Strategic planning session the Board of Governor’s identified an initiative to improve the club’s focus on non-racing programs in support of a broad constituency within the club for whom sailboat racing is not their primary interest. Subsequent Board of Governors’ discussion on this topic concluded that establishing a Board position for whom promotion and management of non racing programs was a key element in affecting these changes. This position would encompass, but not be limited to, the responsibilities of our current Rendezvous chair (an appointed, non-Board position). The BOG also discussed the feasibility of rearranging current Committee responsibilities in order to accommodate this new position without changing the number of Board members. It was concluded that the scope of responsibilities of the current positions was already a significant workload and it was not reasonable to add additional burden to the existing individual BOG members . Therefore, the BOG concluded it was necessary to expand the size of the Board in order to accomplish the desired goals.
The proposed responsibilities of this position are as follows:
Cruising / Boating Programs
Responsible for promotion and coordination of sailing and powerboating activities including Cruising/Rendezvous, daysailing, boating and seamanship education programs and any other programs deemed appropriate in support of the object of the club.
ARTICLE III
BOARD OF GOVERNORSSection 1. Management. The management of the Club and its affairs shall be by a Board of Governors, consisting of thirteen (13) fourteen (14) Members. The Board of Governors shall have the control and management of all business affairs for the Club; shall have authority to execute all contracts, instruments and conveyances necessary to carry out the purposes of the Club, shall determine and set annual dues; shall prepare and approve a budget by March 1 for the financial management of the Club; shall make appointments of Officers of the Club and Board of Governors and all necessary committees of the Club; shall have charge of the election, suspension or expulsion of members; and shall be responsible for the making of rules for the use of the Club facilities.
Section 4. Committees. The Board of Governors may establish the following standing committees and others deemed necessary:
